I confess that it's possible that I don't know what the word "leak" means when we're talking about a government official, but if the President authorized Lewis "Scooter" Libby to release information to the press then is it still a "leak"? The President is authorized to classify and declassify information. There is no higher authority.
(And, I should add that the Irish Independent isn't the only place I saw this today, but it was the only one I remembered.)
